Warm a large nonstick skillet over medium-high heat. Add sausage, using a wooden spoon to break the meat into small pieces. Sauté for 5 to 6 minutes, stirring frequently, until the meat is cooked through.

Stir in onion and garlic. After cooking about 2 minutes, transfer sausage mixture to the slow cooker bowl. Add peppers, tomatoes, rosemary, salt, and pepper. Stir to combine.
