Heat a large pan over medium heat and saute garlic and onion until fragrant.
Add ground meat and cook until browned, breaking it apart as it cooks.
Stir in paprika, oyster or soy sauce, tomato paste, spaghetti sauce, mushrooms, vinegar, and sugar. Season with salt and pepper.
Let the sauce simmer for 20–25 minutes, stirring occasionally.
Cook pasta until al dente, then drain.
