Warm your milk to around 30°C (90°F); too hot will kill the yeast.

In a large mixing bowl, combine flour, sugar, yeast, and salt. Heat milk and butter until warm (maximum 30C/90F), then add to the dry ingredients along with the egg. Beat on low speed until combined, then increase the speed and beat until the dough is smooth and elastic (around 15 minutes). The dough will be very sticky due to its high water content, so you will have to follow Richard Bertinent's slap and fold method when handling the dough manually.
Place the dough in a greased bowl, cover with plastic wrap, and let it rise in a warm place for about an hour, or until doubled in size.
Punch down the dough, transfer it to a lightly floured surface, and roll it out into a rectangle. Spread the cinnamon-sugar filling evenly over the dough, then roll it up tightly and slice into rolls.
Arrange the rolls in a greased baking pan, cover, and let them rise for another 30 minutes. Do not let rise any longer as we want the dough to continue expanding while baking. This also ensures the rolls keep their shape.
Preheat your oven to 375°F (190°C) and bake the rolls for 20-25 minutes, or until golden brown. Remove from the oven and let them cool slightly.
While the rolls are cooling, prepare the cream cheese frosting by combining cream cheese, butter, powdered sugar, milk, vanilla extract, and a pinch of salt. Beat until smooth and creamy.
Spread the frosting generously over the warm rolls, and enjoy your fluffy cinnamon roll masterpiece!
